4 inch ABS under footing

I have a crawlspace where the ABS sewer line exits under the concrete footing of the outside wall. The problem is that when the installer did this, he removed footing fill for more than the diameter of the pipe. What this means is that instead of, say, 6 inches, it is more like 18 inches. The immediate consequence is that rain water is entering the crawlspace and flooding it. Should I fill the void with pea gravel and the same outside the wall? If not that, what?

Gravel will not stop water. In fact it will help it to continue flooding. Either fill it with dirt or slurry. If you use dirt compact it best you can. Slurry needs no compacting.
