This may be an issue with the anode rods in your water heater, I had this happen to me several different times and the results have been good by changing the rods out or replacing the water heater itself.

Sounds like you may need to install a small thermal expansion tank on the cold line just after your shut off valve to the water heater, you will most likely fix the problem by doing this,

Looking for some insight on a gas line underground and the proper way to backfill. Do I have to use gravel and sand or can I just backfill with the dirt that was dug up. I live in Mesa AZ and am not sure if the codes differ by state or not. Any help is appreciated! Thanks
