There’s a thermometer in that sensor valve that closes and stops the flow of water at about 105 degrees. If your pump isn’t running it can’t achieve the temp to close it, therefore making it a hot/cold cross connection.
I’ve seen that style faucet leak at the cartridge. Take off the handle, spin off the chrome piece under it, and tighten the cartridge. I’ve seen two cartridges loosen themselves up over time.

That's a poor design with Rohl pullout kitchen faucets, no swivel. I have a customer that has blown 2 hoses in 2 years due to the hose twisting itself up during everyday use.
Most likely the opposite, really cold winter temp water will condensate on the tank in the heated home. Either way it's a cross connection and needs to be fixed.
I understand what you and Sheplmer are saying. I kept saying crimp fittings like in the Op's picture choke it down and most likely wouldn't be allowed. That being said, I've just never seen anything other than copper and galvanized that is used here.
