Trying to make a system that can withstand an electricity outage or low to no pressure or both going down for a couple of days. This is normal where I live. I've done some reading but have never done this before. Tell me what you guys think.

You need 28-inches of elevation to get 1-psi. So, the first question is do you have enough height available?

It may be less expensive to construct a large pressure tank, rather than a gravity tank.

And, when you store water it tends to develop bacteria. So how do you plan to assure it keeps circulating and you are using the oldest first.

The tank is about 40 feet above the 2nd floor. The tank is already there but for some reason the outlet is sealed. What's happening now is that during the day time there is enough pressure to trickle fill that tank, but at night there is only enough pressure to reach the 1st floor. Just trying to figure out how to connect that thing in a way that makes sense.
 
I for sure would not drink any water that has been sitting for any length of time without sanitation. Especially when stored in a vessel of unknown history. You are better off stock-piling 50-100 gallons of sealed, bottled water. Also get yourself some sanitation tablets for true emergency use.

I'm in the third world, hence the intermittent pressure and electricity. Everyone either buys distilled water or boils it first, even without a questionable tank. I don't think you can even buy sanitation tablets as drinking tap water without boiling is completely alien here.

What about showering? If the water is not safe to drink then spraying it in you're face is potentially dangerous as well?
Not sure what you have access to but plain chlorine bleach for laundry use is a good tank or water system sanitizer. (sodium hypochlorite 5% 4 oz per 100 gallons)
Should still boil it for drinking.
