Replacing motor and cam and gear on GE water softener

I am trying to fix a GE water softener by replacing the motor and cam and gear, which weren't turning, and the teeth were eaten up. The part that the cam and gear goes on doesn't turn. If I loosen the lid of the whole assembly, it seems fine, and turns. But it should turn with the lid tightened, shouldn't it? I don't want to install the new motor and cam and gear until I know the rest is working as it should so I don't just ruin the new parts.
