Pex installation in basment - under or through joist?

I know codes are different in a lot of places, but in general, do pex supply lines need to have holes drilled and go through an unfinished basement ceiling joist, or can they be run under the joist and secured?

I will be running both 3/4 to manifolds for distribution, and 1/2 hot & cold lines to the fixtures on the 1st floor above.

I don’t drill holes unless they’re required. Sounds like your job they’re are not required.
 
I did this and put them through the joists. This gives support and protection, but you need to figure out what works best for your situation.
