Need advice

The first and second floor are concrete. The rust/damaged pipes need to be replaced and the bottom seam is cracked leading to the city drain. What steps should I take or should I call a professional at this point.

That is a pretty hefty repair. Unless you have access to jackhammers, pipe cutters, and other assorted parts, this, in my opinion, should be left to the professionals.
