Tankless Water heater with existing mixing valve and recirculation loop

In my church, we needed to replace our old 100 gallon gas hot water heater. We chose a tankless one. Issue that I am noticing is that we have a recirculating loop that goes to the kitchen, and one that goes to the daycare wing. On the loop going to the Daycare wing there is a metering valve. There is a recirc pump ion the water heater (not used yet) and one from the kitchen as well as one from the Daycare loop.
On the loop from the day care, the return line goes into the bottom of the mixing valve..... we have no hot water to either wing. I feel as if it was plumbed in wrong.
There are check valves in the right places, but i think there is a better solution to what we have in place...
Any thoughts?
