Best Tool to Remove Steam Radiator Vents?

I'm a new homeowner and would like to replace a number of vents in my steam system radiators. It's an old home. Some of the vents are external (they stick out of the radiator covers) and bell shaped. Others are internal and look ancient.

Anyhow, I'm having a tough time getting them off and was wondering what would be the best tool? Hand twisting is not getting it done. My wrenches/pliers don't get a good grip on the vents since they're smooth, so there's nothing to leverage. Would something like a small strap wrench do the trick, or does anyone have a better suggestion? I'm also afraid of snapping the vent off and leaving the male end in the radiator.
