Balancing heating question

I am thinking of balancing my heating system. On my landing there is a room stat with a radiator opposite. Does this radiator need balancing too or should the valves be fully open?

to balance your system you need a pricey little meter, and knowledge how to use it,
i am sure you can find out the formulas by goggling hydronic balancing.

on the return side of the radiator, should be a valve with numbers/hash's/ or maybe a magic marker where the original test and balance was done.

you can also do it with a temp gauge [[this is not as accurate]]
take a reading of the radiator heat out put record it
turn the valve down, wait a few hours record the temp
repeat. till max temp is recorded...this method takes DAYS
