Adjusting temperature on shower

Hello,

I'm having issues finding where to adjust the temperature in my shower to allow hotter water. I am able to get very hot water out of all of my other fixtures in the house but not my shower. There is no regulator for how far the handle turns attached to the cartridge so I'm not sure where the adjustment for temperature would be made. Any Ideas? I have included pictures below:

Removed Handle:

I have a couple question for you.

What is the upper valve for?

And in regards to the blue cartridge:
Does the stem tilt to turn on/off and rotate left for hot and right for cold to adjust temperature? or does it only rotate?

never mind on the 2nd question.
I googled it and it tilts on/off
