To me it just seems odd that AFTER the filter and softener were installed you started to have problems. Could be a coincidence. But I dont believe in those.

Rip it out and replace with a p trap and a auto air vent positioned as high under the cabinet as you can place it but still be able to get to it.

If it's an electric water heater I don't see any reason why not to put the piping right to the heater if there is no flue

Water heaters come with two standard dielectric nipples installed from Factory to prevent that the leak was caused because whoever tightened it on to the water heater failed which caused the leak

Those look like cpvc to metal adapters so the plastic is not threaded onto the metal. Also its and electric waterheater theres no flue so plastic can go right to the unit.

I can't see why the length of the pipe would effect the amount of water it would discharge?
I would assume it would be so you dont shortchange yourself and realise you dont have enough pipe to work...
