Do you have an expansion tank or expansion valve on your water heater? If not, that is likely the cause of this. Even if you do, the pressure in the system will still tend to rise somewhat.

The vent rolled up doesn't help you out under FL code, either. If the vent is horizontal and is not at least 6" above the rim of the fixture, it needs to have another fixture draining through it.

I would need to see detailed drawings to know for sure, but from the pictures and your description, it seems that you have a lot of flat dry venting, which is not allowed under IPC code.
