Take the screw out and the handle off.
This way you can match up the type handle you need.

It’ll be square and tapered stem or have splines on the stem. Let’s find out.
 
are you saying i do need to replace this valve/handle asap?

i still don't know what this 'white stuff' is on the handle. is it unsafe?

what's the average cost to have someone replace this?
 
You probably had a small leak and this is calcium build up caused from that. My suggestion is to replace it with a ball valve with a waste drain (the little cap at the bottom).

i don’t know what the white stuff is either.

If it’s not leaking just leave it alone until next time you need a plumber, then have the plumber check it.
