What's going on here?

this is a pic from an ad for "hire a plumber to clean your drain". I can't quite figure out what is going on here. It looks like it's under the sink, but the water line is being connected to something I can't identify and what's up with that shutoff valve?

that is a German double stop valve used for hooking up the water on a dishwasher
