What is this pipe under sink?

Looks like pvc pipe with a test plug of some sort.

Whatever it is, the sink is not draining and there is now a leak from this pipe at the rate of a constant drip.

looks like it shoukd be a cleanout but no one ever installed a cleanout, just test cap.
