Well water holding tank won’t fill above bottom float

I have a well and due to the gpm it produces, the previous owner put in a 5000 gallon holding tank. The tank ran dry on 4/11 after leaving a hose on all night and the tank has not recovered since. The pressure tank is good, replaced the pressure switch as well. When I raise and lower the top float, it kicks on and fills the holding tank for about two minutes before shutting off. The tank now won’t recover above the bottom float. Thoughts on what’s wrong or how to correct? It’s not tripping breakers
 
Sounds like a pump problem. You need someone that knows pumps to look at it.
 
If it is not tripping the breaker it sounds like the well is just running dry. Restrict the flow from the well so it runs 4-5 minutes in stead of 2 minutes. Then make sure you have a dry run protector like a Cycle Sensor, Pumptec, or something to start/stop the pump according to the well availability.
