Is there a wax free seal for Penguin toilet. I've tried some of the wax free seals but it doesn't fit. Penguin toilet outlet is 3.5 inches and the seals I've seen are 3 inches so it doesn't snugly fit at all. I don't want to use wax as it's messy and one of my toilet moves a little bit as concrete floor isn't exactly level. Does anyone know a wax free ring that will fit 3.5 inch on the toilet outlet?
 
Looking at this toilet, I do not know that a wax free seal would work. Did you contact Penguin to see what they suggest?
 
As @breplum eluded. You shouldn't set or leave a toilet rocking or else no matter what kind of seal you have it'll leak over time.
 
This is a 3. 5 inch wax free closet gasket. Part number is there.

ISN'T THIS FOR TANK TO BOWL?
Commonly used for rear outlet flush toilets.

In the early 90’s i made a bunch of them out of a sheet of closed cell sponge rubber used to make gaskets for ships. Needed them right away.

They’re still working today.
