I turn on the pump with the low pressure toggle on the pressure switch. the pressure builds to 30 psi and stops. as soon as I let go of the pressure switch toggle, the pump turns off and pressure goes immediately to zero PSI in the system. The pump builds pressure quickly to get to 30 psi.
 
Two pumps? So this is a cistern system with a booster pump? If so, then whichever pump is giving the problem most likely has a leak in the system. Shut the ball valve so water cannot go to the house or cistern. Build pressure to 30 or whatever it will do. When you turn off the pump, if the pressure falls to zero, you have a leak in the drop pipe.
