Water lines through floor joist

Removed flooring to start working on plumbing to convert a half bath to full. Not my work, this is what I found. These water lines are a little too close to the top of the floor joist. Will this be a problem inspection wise? If so what is the fix? Thanks!

Install some protective nail on pipe guards

You can buy nailer plates possibly at big box stores plumbing supply house definitely
