Hi, this is a water line going from one house which has water, to another which does not. I am trying to open this valve, and I got it to rotate but the second house still has no water. Does anyone know if I am missing something on how this valve works?

Image is too small to see really. But, in 43 years of plumbing I've not seen one like that.
Most all service valves are quarter turn.
 
Very blurry, but looks like there is something else attached right next to that hose clamp.
Maybe a check valve.

Whatever it is, that section of pipe looks fatally rusted, so it might be choked inside with rust, bad enough that water can’t get through.

I think you will be cutting out all this old garbage, and installing new parts, to get water flowing again.
 
Maybe it IS a gas line?

This might be some weird setup where two houses share utilities.

Both water and gas.

Maybe you have dug up the wrong line?

So someone extended the utilities to another house that is on the same property, or at one time was the same parcel and might have been subdivided since then.

Just a possibility.
