Water Hammer (I think) Problem

I recently installed two new toilets and I replaced the shut off valves with new ones as well. Both toilets now have a loud clunk sound once the tanks fill up.

Any ideas or solutions?

I've tried shutting off the water, opening taps and flushing toilets and the clunk in each continues. When I tried that I didn't open the outside tap, if that matters.

I turned back the valves and problem solved.
