Washer outlet clogged?

Guys,
I have a rental property. Washer and dryer in the garage. One story house.
My tenant connected his washer and when water discharges it floods. I've tried to push whatever obstacle with the balloon, nothing. Tried the snake. Snake didn't make too far. 90 degree ange in 6 feet deep and it stopped. Water flows because I see it in the drain pipe in the front of the house. It just not fully open, the pipe that is.
I've tired as a last resort to put some duck take to seal the connection so the water pressure from washer would push the clog. Worked for two weeks. Than today it flooded again.
Any tips?

Do you have any other acces to the laundry drain, what kind of snake are you using,has it worked fine until now
Has anything changed??? Can you snake backward from were you see the flowing water

Do you have any other acces to the laundry drain *** there is one right behind that wall with the drain, it's on the wall outside, 4-5 feet above ground. I've tried that with snake, same thing, snake stuck after 4-6 feet, 90' angle is an issue?
what kind of snake are you using *** 25 feet long, the flexible one, spring like
has it worked fine until now *** worked for week, then I put that duck take to create seal and let washer pump force the water out, it worked for two weeks, till today.
Has anything changed??? *** nothing that I know of
Can you snake backward from were you see the flowing water *** the water I see id for the entire house drain valve, if I put snake in it I don't know where it would end up? Shower? See, kitchen sink is very close to the laundry grain, 10-12 feet away, on the same wall, and kitchen is draining alright.

Your pic shows a clean out outside the garage,can you snake from there
Is your snake electric or hand powered
What diameter is the cable
When you remove the snake is the head shinny
Before the new machine did everything work fine

Yes, I've tried outside. And inside. Electric snake. Hand snake. All cases it gets stuck at 5-6 feet or less. Perhaps it's the none HE machine? Too much water outflow?

Unless it’s broken you should be able to get by the 90
If your snake is not big enough in diameter and there is a blockage it may not push thru it
If the 5-6 feet is exposed cut it out
If it’s 2” use 3/8 diameter cable

So far in last 40 years, I've had 2 drains I couldn't clear myself.
On one, a Pro did job fast, and right.
On the other, guy, brought a heavy-duty powered snake, and managed to leave the stainless steel head, broken off, inside the drain line.
Not all Pros are equally professional.
 
So plumber was able to find the obstacle. It's an old pipe cap. Somebody messed up put one too small and it dropped into the pipe. It's 1 foot deep into fundation. Paid $500 for them to try to take it out. They've tried vacuum it out. Then tried to melt it... No avail. Told me that need them to chip away some concrete fundation outside to get to that pipe piece then cut it out. Replace with new. $1100. 😡😡😡
Any tips how to do it? My friend wants to weld a screw to a rod. Self tapped one. Then use drill with said rod and drill into that stuck cap. See pics, perhaps y'all have other ideas?

So if it’s about a foot below the floor and that picture of the pvc is your access cut the pvc low to the floor leave a few inches so you can put a(dandy cleanout) at floor level for access next time
Anyway get a piece 1/4” threaded rod put a small bend in it heat up the end with a torch
See if you can melt thru it a few times then maybe get a wet vactape a small diameter pipe to it and see if you can vacuum it out then
If you get rent a snake with a root cutting head that should cut it up the key is not to force it when you feel resistance pull back a little or stay there let the head do the work
 
It was plastic cap.
We've created a "tool" to pull it out. Rod with welded screw. Issue resolved. Saved $1000 quoted by plumbers.
