what are the options for venting a gas water heater in basement with no chimney

A gravity vent water heater vent must go past the roof line.
Many power vented water heaters can sidewall vent above the "snow line".
Condensing 94%+AFUE tankless water heaters can vent sidewall with only 2" PVC pipe with runs, typically of 60' horizontal (NICE!)
 
I had a power vent gas water heater in my Michigan home for over 27 years. Well, it was three water heaters in the time I lived there, but the installation was original to the home, venting was with PVC (3"). There was a period of time when these were popular in Michigan but they are a bit more costly. Worthy of investigation as venting can be very costly or impossible in some cases. The PVC venting makes it VERY easy.

After our home was built there, the local rules changed about how far above grade the vent and in some cases, the intakes had to be so you saw all these "periscopes" added.
