Toilet supply line plugged

Today one of my toilets stopped filling. I checked the water supply line by turning off the valve and disconnecting the hose between the valve and toilet tank. I discovered it was plugged with what looked like a substance similar to toilet paper. The same thing was in the valve itself. I was unable to clear the valve and believe it is blocking the water line which is PEX. Any suggestions would be appreciated. Weird!

Have your water tested probably mineral build up are you on a well or city water, do you have a water filtration system????
