Toilet slow to flush

Any ideas one how to correct this problem before having to call somebody?

Hi,
When I go to flush the toilet, it acts as if it’s clogged, and fills up with water, then the water drains, and it makes a glug glug glug noise. We tried a snake, along with plunging, but it won’t clear whatever is blocking. Thanks for any help!
 
Do other fixtures close by drain properly at the time that the toilet backs up ?

Pour a couple gallons from a bucket down the toilet. Dont do the whole 5 gallons. Most toilets now a days are less than 2 gallon flush. If it goes down fine then the toilet is the issue. If it goes slow then you need a blockage removed, run a cable through the line to clear
 
Have you tried running a toilet auger through. If the water goes down good like CT18 suggested then you don't have enough
water in the tank or the holes in the bowl are plugged or there is an object stuck in the trap. I just pull this out of the trap
of a ladies toilet the other day.
