Toilet not Filling Properly

Recently my toilet sounded as if it was running so I opened it up and it appeared the water was not being filled from the rubber tube. When I turned the water off and back on the water began to fill correctly. I am attaching a picture.

that's a fluidmaster ballcock......under that black cap is a white arm and top it spins left or right....there is a rubber disc under that its called a fluidmaster #242 disc the one that's there now is probably wearing out
 
Is this where I should be looking. How do I remove this to get to the disc. Not the most handy with toilets why I am here. Thanks

I would suggest going to a big box and spending about $8 on a new fluid master fill valve. It takes about 10 minutes to install.
