Temperature Valve for outdoor spigot

I have this valve that is in line to an outdoor spigot. When I tried to adjust them they started leaking. I put new o-rings on and stopped leak but they do not adjust out far enough to allow water to the spigot. Am I doing this wrong what does this valve do.

If you can isolate the mixing valve,remove the stems from the hot/ stems see if the washers have worn away......have you looked for a name on it

Are you saying you can hear the water start to run by nothing comes out of the spigot?

The water starts dripping/small stream out of the spigot when these screws are turned out to the point just before they leak. Just bought this house and not sure how this connection is supposed to work

If these were simple 1/4 turn valves it would seem simple.

If it’s just to a hose Bibb I would remove it, cap the hot water and connect the cold pipe together. Unless you need tempered water.

Maybe it was a spigot for car washing, or filling the kiddie pool.

Yes. Want it for kiddy pool/ shower/ toy.

Never seen something like this.
guess I will replace with 1/4 turn valves.
was hoping to save $300

You could gut it and redo. The threads are likley worn.
