tankless toilets- low water level and gurgling

Our master bath toilet has a low water level and will gurgle when flushed. Soon after noticing this we realized the half bath toilet is doing the same thing. They are both tankless toilets on the first floor of our home. The upstairs toilet is a standard toilet and is not having any issues. Although it feeds into the main sewage line from another direction, so a clog wouldn't likely effect it. We tried a few methods to remove the potential clog (plunger, auger, dish soap and hot water) and it seemed to help, but they're both having the same problems again. Things to note- we are on a septic system, the water level in the tank will at times rise when the nearest sink is turned on, the house was just built in May of 2019, although the septic tank was here from the previous home. Any suggestions on what the problem could be or how to fix it would be appreciated.
 
Sounds like a “sewer event”! The upstairs toilet will not be affected. However, if stoppage is in main line it will begin to overflow from lower toilets and drains. A new house should have clean outs immediately outside the foundation. Find and open. If water comes out or rises in the clean out, probably a sewer line or septic problem. Do you have a eco type septic system? Do a bit more exploring and get back with us. More detail will help identify the actual problem.
 
Thanks for the quick reply. Turns out our septic clean out is located in the basement (see photo). I’m hesitant to open it with the fear of making a huge mess in the basement. Turns out I was mistaken about the septic tank being here before the house was built. It’s actually new and I would have to check with the builder as to rather or not it’s eco friendly.

HWSleuth is right on.

There is likely a partial clog in the sewer line those two toilets drain into.

That is why the toilets gurgle, and water in the bowl gets sucked out after a flush.
A partial clog can block the venting air flow in the drain line, so the air gets sucked from the toilet bowl instead.
And water goes out with it.

If you are afraid of a gush from the cleanout, you can pull a toilet and run a drain cleaning machine in from there.
Or at least a camera, to see what is happening.
