Can you post a link to that tub filler. That's is some KraZy concept I have never seen. I want to see the install instruction if I can find a link.

WOW those instructions are pretty vague. They suck!!!
raise the valve base. I would beef up that wood base and make it as stable and secure as possible.
I think the 2-2/8" min is bottom of the escutcheon on the finished floor.
I am assuming the position of the escutcheon in your photo is not at it's lowest position.
When the escutcheon is all the way down, it should cover the rod holes.
