is it on the cold water supplying the hot water heater????? there are electric valve that sense spikes in flow so it automatically shuts down

Solenoid valve is just another valve and could have been installed according to the what ever the designer's intentions were.
I don't see them very often, but I did see one in a Dentist office once. It was for shutting off all the water to their suite.
I did not have to get a ladder and climb up into a ceiling to shut the place down.
They just flipped a switch. Water Off. I change a couple stop valves. Flipped a switch. Water back on.
Easy peazy
