I am at my wits end with my bath faucet. Delta Addison - needed new parts because of corrosion issue, and it took multiply tries but finally had all the parts sent from Delta. Hooked everything up but can't get cold side to stop running - managed to get it to a steady drip instead of fully running but can't figure out why hot side is fine but cold isn't.

If you look at handle on the cold, it isn't even fully seated like the hot side is. New seat and spring is fully seated, and appears stem is properly installed as well.

Spring is cone shaped. Big in goes down into the faucet body. Then the rubber seat slips over the small end of the spring and “ seats “ into the valve body.

The stem then slips in according to which way you want the handle to turn. Then the nut retains it all tight.
 
That is exactly how it is installed.

Check for foreign object, turning valves can make debris.

You could try another spring, seat and cartridge.

Or

Replace that side completely with a new valve.
