Shower Head Diverter problem?

We have a shower that has both a wall mounted shower head, and a ceiling mounted "rain" pan type shower head. They have both worked fine for many months, and in fact we were not using the overhead shower head much at all out of personal preferance. We began noticing very low pressure from the wall mounted shower head and pulled off the shower head and soaked it in CLR, thinking the problem was mineral build up. Remounting we found no change. We then when to Home Depot and got another shower head which did no better. We are now having to use the overhead shower head, because the water pressure from the wall mounted is almost non-existent. Any ideas?
 
Hrm, the only possible explanation is a clog within the diverter valve itself. Remove and clean that, also check the washers and screens (if any) for shifting and buildup)
