setting toilet flange

I'm relocating my toilet about 18" in a slab floor (I've already jack hammered out the floor). my question is how high do I set the new ABS toilet flange and its the type that has a stainless slip ring with holes in it. are the holes supposed to be screwed to the floor? seeing mine is a slab floor can I position the flange exactly where I want it and drop the screws thru the holes then pore the concrete around it? that way I won't need to drill out the concrete to screw in the screws.
 
the ring sits on the finished floor use stainless steel tap con screws to anchor your flange ring if its tile there is a tile bit that you use to go thru the tile...
so it doesn't crack then you concrete bit for the tap cons

The flange is typically screwed to the subfloor
