Septic inlet pipe with upward slope to septic tank

Hello,

I moved to a new home in Jan 2020. My septic system is approx 2-3 years old. Pumped system. I have a blockage somewhere in my plumbing system. This is the second one in 4 months. I have dug up the inlet pipe and noticed the last 3-4 feet (just before entering septic tank) are sloped upwards. From what I've read, this looks like a design flaw to me. However, I want to verify this with you all...It looks like a recipe for blockages if it's designed that way.

You are right, reverse slope will cause clogs and is NEVER acceptable.
International plumbing codes call for a cleanout within a few feet of the building edge.
I have no other knowledge re septic or freezing temperatures.
 
Do you mean cleanout inside the home or outside? I have seen both.

For my inside, I'd have to take a part of my sauna wall off, as I've been told by the previous owner that the cleanout is behind the sauna. I want to try to avoid taking the cedar panels off my sauna wall if I can.
