Rain water entering basement

I’m the last house on a downhill street and since they repaved the street, I get water into the corner of my basement, sometimes actually flowing. I know I need a sump pump, but inside, after the water has already entered my house or right out side?
Outside would mean I’m pumping the whole neighborhoods water, but inside means the water has already done its damage.
Any advice?

can you dig down around your foundation an water proof your foundation????could you put a perimeter drain in and redirect the water????
