Question about how to measure PVC

How do you measure PVC for drain fittings that will be glued? I noticed that my dry fit measurements came up short, I'm guessing because the cement and primer allowed the fitting to go in further. So do you measure from about 1/2 way into the connection or from the entire collar of the connections?

There is a ridge in a fitting that stops the pipe from going deeper. That is the insertion depth for the pipe. for instance, here is an excerpt from a Charlotte catalogue with the dimensions to use for an assembly. It is available online.
