Unfortunately, this is true. However, I have had to perform numerous repairs while renting. In this case, your cost will be fairly small if you just do the minimum to get it working. Most work will be patching the drywall when you are done. If you have experience doing this sort of thing and are sure you wont screw it up and make it worse, it may be best to just fix it to make your place livable.
Make a mental note of this and all the other dumb things the landlord does so when you are in a position to move, you will be more motivated to bail and find a better deal somewhere else!
 
Just thinking, What if you due fix it and the area around the fix doesn’t look as good as the area around it (lumpy drywall, ect). Then you move a couple years later and the landlord withholds part of your security because he had to hire someone to make the repaired area look good.
