Hi,

What happens when the upstream pressure is lower than the adjusted pressure in a pressure reducing valve?

The pressure at the inlet is variable from 55 to 84 PSI, I would like to maintain the pressure at 60 PSI maximum at the outlet.
 
You can do that when the pressure is higher then 60psi. But when it drops below 60pis the PRV will not allow any water to pass through it. Also when the pressure on the up stream side drops close to your setting you could get some chattering from the PRV.

If it's any help, I lived on a small lot on a canal where the well water was the nastiest stuff I've ever seen. Everyone on the street had city water and the static pressure was 85 psi. Nobody had any problems because of it and as far as I know nobody had a PRV.
