Poor Toilet Flush

I got one for the group. Toilet is taking 2 to 3 flushes to empty the bowl. Toilet gurgles/air bubbles during the flush. Which indicates a blockage right? Snaked the toilet multiple times. Took the toilet off and snaked it from the other end. Snaked the septic line. No blockage. Tub drains into the septic line right after the toilet and with no issue so that means its not from the air pipe correct? Running out of ideas...

Does the water seem to be flowing out of the "jet/induction" hole at the bottom of the bowl?

Besides what MicEd69 asked, I have seen people sabotage customers toilets by putting stuff in the flush valve and going to the rim. This causes the toilet to have a poor flush.

How old are the toilets?

There was still water movement but checked if it and the bowl jets were blocked by calcium and lime buildup and indeed there was. Cleaned them out and now it's working. Going to run some more CLR through it though just to make sure.

To check if it is toilet of blockage, pour a couple gallons down it to simulate a flush. If the toilet drains fine it is usually and issue with water to bowl delivery.

We have very hard water and the jet hole at the bottom tends to clog up. So do the rim holes. However, when the former is jammed up it flushes poorly, whereas when the rim holes are mostly blocked, it only flushes slowly. That is, in the first case the contents don't empty well, whereas in the latter case it just takes longer for the water to rise to the point where the flush starts. Probably if all of the rim holes were blocked then it might be as bad, but if half of them are, it still flushes OK. Think about it - the jet hole at the bottom is much, much larger than the rim holes, and to the extent the rim holes are blocked, it will raise the pressure a bit in the channel behind them, increasing flow to the remaining holes. (Not a 100%, but some.)

If it doesnt get that slug of water to pull the siphon it will flush very slowly and not empty the bowl of contents.
