Perplexing issue with hot water heater solenoid and gas flow, no flame

New replacement tankless hot water heater has gas/water combination valve. The ignition is started by a micro switch which gets pushed/pulled by the water valve diaphragm when water flows. I see ignition sparks. I can hear the gas valve solenoid clunk sound. However, no gas is flowing. What could be the issue? All pressures are good. No blockage. Why am I getting to fire?
 
Post a pic of the heater.
And more importantly, the brand and model number info of the heater.
Pros on here will need that.

Did you consult the troubleshooting section of your manual for help?
 
No user manual or support info came with the new Ebay Chinese 18L generic unit. Here are 2 photos.
When the unit is not installed with water lines, shouldn't I be able to gently blow air through the gas inlet after the solenoid engages?
I wrote some info on the 2nd photo. Advanced thanks for your comments.

I have no expertise with tankless, just wanted to help you get help.
However, the lack of any manual is crazy.
Is there any info on that unit to track one down online?
Any scraps of info on a sticker, the shipping box, the unit cover, anything?
I would never install a mystery machine like that in my house or anywhere else.
