Old basement, ghetto work?

So I just moved to Missouri from California. The house I got was built in 1915.... When I was in the basement (really more of a storm shelter) I noticed a problem (imo). The drain pipe the washer drain is on, has a p trap and a hose (see pics). When the washing machine drains, I can hear water flowing past the problem area, however water still comes out of the black hose. Is this hose necessary? Is this a problem? Was this put to flush the pipes with pressure?

So it's not needed anymore if I don't have a water softener there? It's a drain not a supply....
is that a move UP ??? :>)
I guess as long as it is NOT Chicago, it is ??

Well, it's my first home, so.... It's a good start, lol
 
I would follow that line UP, if at all possible, to make sure what it is ?? maybe, could be a/c condensate line (though not as BIG as it should be, if so....???)

I can see all the pipes in the basement. It is only for the drain for the clothes washer.
