I need to move the flange slightly so that it is 12 inches from wall and has at least
15 inches of clearance on each side. What is the best method to do this so that drain and vent system are proper?

The current drain goes back a foot into the wall where it hits its vent and then the drain 180s back toward the front of the toilet toward the main stack tying in with laundry and shower. I will include pictures of the current set up shortly.
 
How is the flange is it plastic slip style where it just slides over the outside of the sch 40 pvc pipe or inside the pipe? Take a picture of the closet flange from above looking downward into the drain.

FIRST {IF} the tee i posted is the terlet tee
I would cut that 3'' tee out and replace it with another tee
instead of using an elbow I would simply turn the tee in that direction.
eliminating a fitting and a possible location for a stoppage
 
So basically the red X will be the new flange, and the yellow is 3 inch drain pipe direction. The vent is in blue. It seems like I can do minimal work here instead of having to rerun vent through the other wall.

Sorry Frodo, my earlier pictures may have confused the situation. I’ve posted more pictures that hopefully clarify.
 
Here is where the new flange is going to be. 12.5 from stud and 18.5 from wall. We wanted 18 inches on each side of new toilet location. If I just cut off the existing 90, can I just use a combination of fittings to get me there? Thanks all. I know this is probably simple but I am a novice at this outside of my days of research on plumbing code. upload_2020-3-1_12-4-2.jpeg
 
That wasn’t the plan. I suppose you’re asking due to the 18 inches on each side? That was just to create a bit more space than the 15 minimum. Is there something I’m not considering here?
