Need precision water flow valve

I need to control the flow of water into a continuous mixer to within 0.1 Gallons per minute. Right now I'm using a normal gate valve but it is hard to get it to stay within 0.1. It needs to be able to go up to 10 GPM, city water pressure. I don't think my problem is due to water pressure changes. It seems to be in the valve itself. It works better if I adjust the flow way above where I want it and then slowly lower it down to desired flow.

Needle valves are designed for good flow adjustment.
Gate valve is the worse to use.
A standard globe valve has better flow control than a gate valve.
 
Thank you, I have already ordered an angle globe valve! I looked at needle valves, but they all seemed to be for high pressure applications.
