Mystery pipe not connected at base

I have a pipe in my basement that is in the way of my replacing the dryer vent. It's not attached to anything at the bottom and runs upward to who-knows-where. (see pics)

Anyone know what it might be? Can I cut it or remove it? Or remove it for now and put an angle in there and replace it so it's out of the way?

Guys are coming with the new dryer tomorrow. Also, please ignore the open outlet. This is what I found when I opened the wall. Guy who owned the house before me did a lot of incompetent bs. I'll fix the outlet but I need to know about this pipe.

Pull back more, take more pics with a wider field of view, and sharper focus if you can.

That pipe might be part of a sump pump or ejector pump vent.
