Its always full, down about 4 inches from the drain. When its filing from a shower it pulses- the water level.
Is it a clog or is the pipe not constructed properly?
What I can't do is run a hose from my dehumidifier or from my heater... it fills up and overflows.

Again, is it just not built right? It doesn't back up from showers or flushes... just from the dehumidifier or sometimes the washer.

I would have it scoped to know for sure what is happening. Probably the best couple hundred bucks you could spend

Snake the drain it should never hold water, snake it to the street that way you know it's clear, then you can camera it and check for problems

Cable the section of drain that the dehumidifier is draining into.

If the larger main was clogged the washing machine and toilets wouldn’t flush at the time the dehumidifier drain is backing up.
