Low Water Pressue (cold water only) in portion of house

So for the past year or so, we have had low cold water pressure in one portion of our house. It mainly affects the outdoor faucet and a shower upstairs, where you can take hot showers at normal pressure, but when turning to cold, the pressure will be very low. Normally, you can turn the dial all the way to hot, and then quickly turn to cold, and get cold water at normal pressure for awhile, but it will usually quickly return to low pressure.

Any ideas what could be going on here? This just affects the west wing of the house. The other half is unaffected.
 
does this happen to your faucet too?????it sounds like your stem/cartridge may be getting tired or junked up....if isi new enough try soaking it in vinegar for a while if its old change it .....let us know what it effects.......
 
Okay. I actually have low, cold water pressure on two showers, upstairs. As well as at least two faucets upstairs, and one faucet, outdoors. All of these faucets are situated around the west wing of the house. Again, normal cold water pressure can be achieved with the showers, at least temporarily, if first using the hot water, and switching to cold water, suddenly. The faucet outdoors just yields a dripping cold water. The east wing of the house is unaffected. I can get both hot and cold water at normal pressures.

has someone done work on that side of the house have you checked all cold water valves to make sure they are open all the way???
 
What are the water lines? Copper, pex, galvanized? Cause if you have galvanized, or even one nipple before those fixtures that very well could be the problem.
