Hello,
I am really struggling trying to find a toilet for the tiny bathroom I am renovating. This is an old city apartment building. The rough in is 10 in. and the overall depth cannot exceed 23 inch.

Any and all leads would be much appreciated.

Am. Std, Kohler make dedicated 10" rough in models.
Totos with skirt can use the unifit 10" part (costs extra) for any of their models with a skirt.

I doubt you’ll find one that small front to back overall.

28”, no problem.
 
If you want a lot of work, an in-wall tank setup is the popular choice.
I only recommend the 2 x 6 Geberit.
You defintitly won't find a 10" for 23" depth.
