Leaky faucet, unfamiliar with type of fixture

Hi everyone, trying to fix a leaky faucet but the fixture is not one I'm familiar with. I'm including photos, but it's got two holes in each side at 12 and 6 o'clock. I would need to remove the sides to even see what is inside as I have no documentation for the fixture (it would have been put in about 20-25 years ago. Not sure what kind of tool I would even need for it; I tried some needle-nose pliers to rotate it but wasn't able to get anywhere. Does anyone know what this is and how to get at it to take care of a leak? An alternative would seem to be simply replacing it with something simpler as I think I could do that from the bottom somewhat more easily.
