Leaking concrete septic riser

Hello I have just purchased a lake lot that has a concrete septic tank already installed. The top concrete riser section has shifted and for some reason was never sealed causing ground water to constantly seep in. I am going to dig it out lift it and realign it. I was wondering what is the best technique and materials used to seal a concrete septic riser?

lift concrete section, apply pro-stik
lower the concrete section

another method is using fiber roofing tar, do not buy non-fibered.
scoot section into place and liberally run a bead around the lid to section junction
back fill around the pipe

lids and risers should be above ground as well.
